Sixty years old, Cid Kramer is the creator of SeeD and headmaster of Balamb Garden. He is the overseer of both school operations and SeeD operations in general, meaning he has little time for other endeavors despite his wish to the contrary.
A good man at heart, he only wishes for the best of his SeeDs and Cadets and the world in general. Much to the chagrin of Balamb Garden's Sponsors, he can be swayed to accept missions for a low pay rate relatively easily.
The Garden Faculty are Garden personnel working in the three Gardens. Garden Faculty oversee conduct and ethics as well as manage the Garden's day-to-day business.
While technically the term Garden Faculty can be applied to both faculty and instructors, the faculty of a garden wears a unique and distinctive garment that offsets them from the SeeD uniform or casual attire worn by the instructors; Balamb Garden's is dressed in white and red robes with a yellow, face-covering headgear, Galbadia Garden's in tracksuits while Trabia Garden's in standard military garb.
In Balamb Garden, faculty also act as representatives of the garden's Master, NORG.
Balamb Garden Instructors are all previous SeeD members, as they must first be SeeD members to obtain a job as instructor.
Players are welcome to apply for Instructor positions. In order to acquire an Instructor position upon joining the game, your character must have an AU background in which they attained SeeDship. Alternatively, they can join and wait for the SeeD exam, and then apply for an Instructor position after passing.
Dr. Kadowaki has been Balamb Garden's Doctor/Counselor for as long as anyone can remember. She is a dedicated, kind doctor. During the Garden's internal dispute incited by Master NORG, she remained at her post to treat anyone who was injured, no matter who they are allied with. Kadowaki also used to be a member of the CC Card Group as the former King.
However, she's close to 70 now, and ready to retire. That means apprenticeships are open for those interested in the position.
An apprenticeship will last two years and is only available to SeeD members. Currently Touma H. Norstein is apprenticing under her.
NORG is a wealthy Shumi but unlike his humble, good-natured race NORG is proud, selfish and cowardly. He ignores the Shumi custom of concealing hands, displaying his proudly. He is regarded as the "black sheep" of the tribe. His speech pattern is peculiar, speaking continuously in a loud voice, occasionally making his "bujururu" noise.
As Balamb Garden's proprietor NORG comes to believe that people, especially Cid Kramer and his wife; Edea, are trying to take the Garden away from him. The Garden Faculty and his supporters refer to him as the Garden Master.

A scientist working for Esthar. He has a ludicrously big collar and speaks with a smarmy, German-like accent. He will do anything for his research, often demonstrating a lack of moral empathy for the ramifications of his inventions.
Dr. Odine began his career as a monster researcher. Along the way, he discovered the beings known as Guardian Forces. With the cooperation of a sorceress, Dr. Odine became the first sorceress researcher, devising a mechanism that would enable ordinary human beings to use Para-Magic, a form of magic less powerful than Limit Breaks and Sorceress power. Para-magic saw an extensive use in Balamb Garden, which combined it with the power of Guardian Forces.

- Odine Items:
A device to restrain sorceresses' power. Dr. Odine, afraid of Sorceress Adel's power, created it. It looks like beautiful jewelry. One of these items was the Odine Bangle.- Junction Machine Ellone:
Odine claims that he had studied Ellone's brainwave patterns and successfully imitated it into a machine. Going by this it can be assumed that the Junction Machine Ellone was a kind of mental time traveling device. This machine would later be improved upon in the future, when Ultimecia would use it to send her consciousness to the past to possess other sorceresses.- Junction System:
The Junction System is a device that allows a person to replicate the powers of a Sorceress via the storage and control of magical powers and Guardian Forces. The system itself is capable of storing 32 different forms of Para-Magic with a stock of 100 units of each form.
The system acts as a type of filter, filtering out magic (known as Drawing) from a being or entity and storing it ready to be used or junctioned by the user. This allows the user to possess superhuman abilities such as increased speed and strength as well as being able to use magic as a weapon. Various Junction Systems are seen in wide use in the military.
Thirty-two years ago, Martine, a proud military man with a history of service, was appointed headmaster of Galbadia Garden by Cid Kramer and his wife, Edea Kramer. Martine took his position very seriously, and worked hard to develop a training program based upon the technological aspects of combat rather than magic. The headmaster also ensured that Galbadia Garden, unlike other Gardens which chose to remain politically neutral, operated in close association with the Galbadian government and its military. Martine befriended Galbadian military leader General Caraway, and created an alumni program which helped Garden graduates enlist in armies all over the world. In addition, Galbadian Garden students who did not achieve the rank of SeeD often joined the Galbadian army.
Twelve years later, when Galbadian President Vinzer Deling began to fall increasingly under the influence of the enchanting Sorceress Ultimecia (using Edea's body and name), Martine grew concerned, fearing the Sorceress' growing power would soon spill over into his Garden. Caraway shared Martine's fears about the Sorceress, and together they hatched a plot to assasinate her in an effort to rid Galbadia of the menace.
The plan failed. Following the botched attempt on her life, Ultimecia became enraged, and claims Galbadia Garden as her main base of operations. Although not legally connected to the assassination attempt, Martine was forced out of his position as Headmaster, and fled Galbadia Garden.
Exiled from Galbadia and banished from his beloved Garden, the disgraced Martine wandered mindlessly until he ended up in Fisherman's Horizon. The kindhearted people of FH sympathized with Martine and welcomed him in their town. They encouraged him to stay and start a new, more peaceful life among them. Martine, grateful for their support, remained.
Fury Caraway is the very image of a military General. Loyal, strong willed and stern Caraway bared the interests of Galbadia as a country in his heart and focused his efforts of protecting its best interests, even if it meant crossing the country’s President.
The former top military official in the Galbadian army (a general), he is the husband of the late Julia Heartilly and the father of Rinoa Heartilly.
After the assassination mission against the newly appointed foreign Ambassador Sorceress Edea, Seifer Almasy assumed control of the Galbadian military and General Caraway was dismissed.The former leader of Fisherman's Horizon. Before coming to FH, used to be a scientist conducting energy research in Esthar. Passed away aged 76 in March 2013.
He and his wife Flo ruled the aptly named fisherman's town of Fisherman's Horizon, referred to as "FH" by the residents, until voluntarily stepping down nine years ago to spend more time with their grandchildren. (They were succeeded by Rada Neumann.) They were determined and steadfast pacifists, who believed in resolving all issues with discussion and compromise, even when faced with certain death. They, along with their fellow FH residents, hardly appreciated the presence of SeeDs, but because they were non-violent to a fault, they were powerless to expel the unwanted guests.
Dobe was one of FH's founders. After desperately trying to alter the war-based course of his home-country Esthar, he left the hi-tech state along with others who shared his mindset and built the peace-loving town Fisherman's Horizon at the Railway.The Forest Owls is a resistance group trying to free the small nation Timber from the tyranny of the Galbadian Republic. Their headquarters is a yellow train in Timber. While there are about six members seen in the game, the resistance group has grown in twenty-three years. However, they have yet to shake Galbadia's hold on their town.
The Forest Owls work together with two other resistance groups, the Forest Fox, led by an elderly woman, and The Forest Duck, with only one member.
- Zone
The leader of the Forest Owls. His father, along with Watts' father, was publicly executed by the Galbadian government to set an example for any other would-be rebels. In vengeance, Zone and Watts took over the Forest Owls in their fathers' stead.
Despite being the group's leader, Zone often lets Rinoa do the talking and take responsibility for the tougher tasks. He also seems to get coincidental "stomach pains" whenever much pressure is laid upon him or he is asked to participate in the more dangerous missions.- Watts
Another member, acting as a second-in-command. His most prominent role within the Forest Owls is that of gathering information that benefits the group. He is very polite, which is most evident in his speech, as he refers to nearly everyone as "sir."
